    How do you convert a JPEG into an MPEG file?

    I have tried using TPMG, but I can't control the length of the MPEG. Also, it joins other pictures into the MPEG that I did not specify.

    Is anybody aware of any programs or a way to turn a JPEG into a short MPEG file?

    Basically I want to create a menu for a VCD.

    I use Ulead Video Studio 5 or MGI Video Wave for pictures. I create hi-res avi's (dv or huf) then use tpmg to create mpg's.
