I am capturing to AVI in VirtualDub using either PicVideo MJPEG or Huffyuv codecs @ 720x480 29fps. After this I would like to be able to cut sections off of this video to be prepared to convert to MPEG2 for creating DVDs. I am not sure what program to use. I tried using VirtualDub, but it decompresses the AVI when I save it.
Any help is appreciated.

When in editing mode in VirtualDub, you must select your compressing codec again.

As long as you are just cutting the file and not applying any filters you can save using direct stream copy, you obviously have full processing mode selected with no compression. Or you could even frameserve the cut video straight to your mpeg encoder which means there is no need to save an intermediate AVI file.
