when I render a movie in sonic foundry video vegas, lately I have been getting a break up of picture when the camera pans left to right (and vice versa)......
is this an interlace/de-interlace thing.....what do I need to do?

It does sound like an interlacing problem - you will probably either need to change the field order (so field B comes first, for example), or if you can and the target will take it, de-interlace completely and turn it into a progressive video. Again, you need to get the field order right in the first place, but that should solve the problem.
I'm afraid I don't know the application you're using, but it's a common issue so it shouldn't be too difficult to alter.
