I successfully converted a movie from PAL -> NTSC using Canopus Procoder. My problem is, I lost chapter start points when converting to MPEG2. How do I figure out the original chapter start points so I can build a new menu using ULEAD dvd factory. I think my answer is in the .ifo file, but even with ifoedit, not sure what I am looking at.

The points don't exist anymore. Going from 25 fps to 23.97/29.97 will break the original points.
Probably the simplest way is to look at the original points timestamps and write them down, those won't change. You can use them to re-author with. The easiest way to get them is open the orignal in PowerDVD and turn on the timestamp feature. Then hit the chapter button and write down the time(hit the pause button to get the exact time). Or you could just use ChapterXtractor (Check in doom9 downloads). It can give you a text file of the chapters and their times.
