I've been using TMPGEnc Plus for a while now and have noticed that it does not respect the maximum bitrate limit that is set. Using bitrate viewer you will see that the bitrate often exceeds the max (ex. max setting 8000, max actual 8476). I believe this is causing some issues when using PCM audio where having a bitrate spike could cause compatibility issues due to the max bitrate of 9.8 being clipped by a DVD player. Is there a way in TMPGEnc to prevent bitrate spikes? I'm currently using the "motion search" setting. Would it help to use the "high quality (slow) or highest quality (very slow)" settings? Experienced users, please advise.
