I have a dvd writer and cd writer installed but want to add a dvd rom to read from how can I do this please

You could take out the cd writer since the dvd writer will do both jobs or you can get a pci ide controller card to add your dvd rom too.

You can get one of those combo drives. Lite-on CD burner DVD rom.

Or an external usb2 or firewire enclosure

If you only have one Hard drive then you just use the "4th" IDE connector that's empty.
