Menus and stuff is part of the VCD/DVD structure, and can't be used if you go for writing the mpegs as data files. (I guess that's what you want.) But it's relatively simple to convert VCD compliant mpegs to DVD compliant mpeg. (The only diff is that the audio has to be 48 kHz for DVD while VCD is 44.1 kHz.)
You can then add DVD menus.

  3. Thanks...I have tried converting the audio and has success with Tmpg Author, but I notice that there is a very very little quality loss in video after it convert my audio. This I really dont' understand. I also tried getting the mp2 separately but somehow don't work Are there any other ways to convert audio to the 48K? What is the best tool for this?

Yes, you have to extract audio to wav, then convert it to 48 kHz (ssrc is used by SVCD2DVD, and seems to be the best alternative) then reencoded to MP2 or AC3
