Newbie Video Bitrate Question

Please bear with me as I've only been doing this for a couple of weeks.

I opened up a cartoon avi file in G Spot, and it says the bitrate is 1322 KB/s. I would like to convert it to a DVD file. I understand (after reading the conversion tutorials several times) that I need to use certain encoding software. I'm using TmpGenc and TmpGenc DVD author.

I'd like to know, since the incoming bitrate is 1322, do I need to encode at a bitrate higher than 1322? I don't think I do, but I'd like to get a more informed opinion.

Mpegs require higher bitrates to maintain quality compared to typical divx/xvid avi files because they use completely different compression schemes. How high? Depends on the resolution you select and and the encoding method - CBR or VBR. The resolution you select should be matched to your source either 352x240,352x480 or 720x480 for an NTSC DVD. Rough bitrates could be 1250, 2500 and 5000 for the three resolutions but that can be lowered quite a bit if you use VBR. You will need to do some encoding to find your preferences though.
