Has anybody ever used this and how well does it work?

I have used one on CD's (both audio and CDROM). Previously unuseable CD's became perfect working examples in a few minutes.
Not tried it on a DVD yet. -
What does it do, polish the surface.

I hate these things. they are NOT cleaners or polishers. they resurface by shaving a layer of plastic off the disc. they can be touchy to work with too. do it wrong and your disc is wrecked, do it too many times on one disc and you'll hit data layer and the disc is wrecked. just far too much room for error with this. I like stuff like permaspin better. its a polish you apply and buff off that fills scratches instead of shaving off plastic.
