  1. here is my question. i have backed up mayn of my personal dvds onto vcds. on some of the vcds, the quality is not as good as i want. is there any way to reencode the vcd to so that i can run in through tmpgenc again and get better encoding?

It will be better quality if encoded to svcd. However like the other guy said only as good as the original source.

Get out your DVD's and re-encoded to SVCD or 1/2D1 non-standard SVCD (CVD).
