I have already compiled and burned 6 42 minute episodes of a show per disc onto DVDs.
When I did it, I was just starting out, and didn't realize how often I'd need to skip around within the episode.
Is there a way that I can take the files that I already have and add chapter points every, say, 10 minutes? What (free?) software would I need? Would I have to actually *rip* the DVD, then re-convert it? =/

You will have to rip and re-burn the DVD, but you should not have to re-encode. You might be able to use IFOEDIT, but don't quote me on that as I do not use it that much.
I do know that DVD-Lab and TMPGEN DVD Author work with VOB files directly, so you could add the chapters when authoring with those.
