I´m gonna burn some mpg files on a DVD-r. So i guess i have to encode them before burning the DVD. So how do i check if a mpg file is encoded as a VCD or SVCD?

  3. GSpot will tell you, as well. Not the ideal MPEG file tool (works much better on AVI), but will provide the info. you need. Be sure to click the RENDER button if you do not have it set to render automatically.

AVICODEC will as well, and despite the name provides excellent MPEG file info.
