Don't convert to PAL. Most PAL equipment plays NTSC material fine. Just author - I guess it's VCD mpegs you have, so just author using VCDEasy to VCD.

    It is complicated, unfortunatelly...

    The theory behind:
    - You Inverce Telecine you source from 29.97 to 23.97. If your source isn't true film and it is true interlace (let say a TV studio transmission), this proccess is still possible, but somehow harms a bit the motion.
Unfortunatelly, for that kind of source, there is no other way to do it better with mainstream hardware / software. You have to do it with IVTC techincks.
    - You boost your 23.97 result to 25fps and also resize to a PAL framesize.
    - You speed up the audio so to match with the new boosted source of yours
    - You encode to PAL

  4. I would say that if its an NTSC Film file (like a DVD Rip) then do what SatStorm says and speed it up from 24 to 25fps and resize to PAL dimensions. If it's standard 30fps NTSC then just burn as an NTSC disc and virtually all DVD players will play it correctly.
