    Is there any program that allows frame capture of SVCDs? PowerDVD and WindDVD don't seem to allow it.

    WinDVD allows it. I think the shortcut key is "P" and it stores the bmp in the capture folder under windvd directory.
    Also, I can't remember if you can open the mpg in TMPGEnc but it does allow you to capture frame.
