I've read in a number of places that it is possible to upgrade a Liteon 411s to 811s speeds. I don't know how and I can't find out how.
My question is, why is this type of information so hush hush? I can't imagine that it is somehow illegal to put different firmware on a piece of hardware that you own. I can't imagine that it is somehow illegal to change the EEPROM on a piece of hardware that you own. Why isn't this discussed openly in forums? I would think this is similar to overclocking your CPU.
If I'm wrong and it it ok to talk about this, does anyone know how it can be done?

That firmware is copyrighted just like any other software. You do not have the right to install Windows XP Pro on your machine if you only have a liscence for XP Home. That is pretty much the same difference.
Besides this, you must not have looked very hard because I found it pretty easily, try reading at cdfreaks. -
