This file is giving me fits!!!! (Windows 2000, SP4. Directx9.0A) It plays quite successfully in Windows media player. It opens in TMPGEnc but will not begin the conversion. TMPGEnc reports the error message as: "The error occured when ACM was initialized" I don't understand what this means.
Then I tried a program called AVI2VCD. The conversion proceeds nearly to the end but consists of still frames every few seconds. The log shows the following:
Is there a different codec/directshow or converter that I can try? I would sincerely appreciate any and all help. Thanks!

I might be wrong but I don't think TMPGEnc can decode OGG audio. I would suggest using Virtualdub to convert the audio to wav by going to Audio and selecting "Full Processing Mode". Then go to file and select "Save WAV" and select a file name. The wav file will be up to a gig or more in size just so you know. Then select the wav you made as the audio source in TMPGEnc.

I'm going to change my tune here. I did some playing around with an OGM file of my own just out of curiosity and quickly discovered that Virtualdub will not open OGM files even if the extension has been changed to AVI. My solution to your conversion problem is essentially the same but the method is a little different.
In order to extract the wav file you will need to use Virtualdubmod. Once you do that go to the Streams menu and right click the stream you want(in the event your file has multiple audio streams), and select "Full Processing Mode". Then just "Save WAV" and select a file name. Go ahead and use that as your audio source in TMPGEnc.
On my system I didn't have any trouble using the OGM file as my video source but if for some reason you are not able to do the same you can use Virtualdubmod to save your OGM as a true AVI by going to the Video menu and selecting "Direct Stream Copy", then File and "Save As", and then save as AVI.

Success! After a few false starts....
I installed Virtualdubmod, opened the file and receive the following message:
[!] Couldn't locate decompressor for format 'XVID' (unknown).
VirtualDub requires a Video for Windows (VFW) compatible codec to
decompress video. DirectShow codecs, such as those used by
windows Media Player, are not suitable. Only 'Direct stream copy'
is available for this video.
So I searched for the Xvid codecs (http://nic.dnsalias.com/xvid.html), installed xvidcore1.0.0-beta3, and xvid-dec) and now it opens without the error message. I was able to save the audio as a .wav file as you suggested, and the video direct to .avi.
The .avi now opens in TMPGEnc so I'm in business.
