(I'm a "neewbie" on this and a step by step explanation would be appreciated!!!) :P
The movie is a 30 min DV NTSC taken originally from a DVD (FCP Pro could be useful?!)

Ugh, give up now! Or try a forum search . . . It's going to be really, really hard, though, and the results might be unwatchable. Definitely not for newbies. Try finding the same content in PAL format, or sticking w/ NTSC, and trying to get your player to deal with it.

you might try this for fcp.
but if you going ntsc dvd to ntsc dv to pal, it will probably look really bad.
might not be want you want, but canopus procoder for a pc will convert the ntsc mpeg streams staright to pal mpeg without an in between. and from the reviews i've read it does a really good job at it. but it's a pc solution.
also, alot, but not all, pal tv's and pal dvd players will play ntsc discs.pants on, pants off, pants the floor. -
I know that PAL Tv and Dvd players play NTSC discs without problems...
But I have only the DV Ntsc movie on my hands.
I will try the FCP plugin you linked me...

What about the audio/video synch issue? That's going to be the most difficult one to overcome, methinks...PAL is 25 fps, NTSC DV is 29.97 fps. Pal is 720x576 pixels (or something like that), and NTSC is 720x480. There are several factors making for likely picture distortions and/or video
ound synching problems. If you have a dvd player capable of playing NTSC, then what do you need the PAL footage for? Are you editing bits of movies into other projects? What level of quality are you trying to achieve?

This is a review from Versiontracker:
"I bought this product for the PAL to NTSC conversion, and although the output looked great, it no longer held sync with the audio, and even though I had set the bitrate higher than the source material, the resulting M2V file was less than 1/3 the size!! (Huh?!) It also completely ignored PCM audio tracks."
Note that I fixed sync problem, and yes, it works only with VOBs with AC3 audio..
