Is there a downside to capturing (downloading) digital video with splitting by scenes, then the raw smaller videos would be trimmed, appropriate filters added, prior to exporting to DVD compliant MPEG video file. These finished MPEG videos would then be brought back into Ulead Videostudio with very minimal editing, fade to black transitions, with eventual burn to DVD.
Bottom Line is that I want to capture DV and store in a compressed format and edit without (minimizing) loss of quality.

It's just more work. But if you encode individual MPEG's then it's not so bad. Any particular mistake is a much smaller deal. It als let's you change your mind with minimal fuss. Actually, it's the best way to deal with DV video, since it's never shot in the order you want it on the DVD.

You will loose quality if you first encode to mpeg2 and then edit it with transitions and filters and reencode to mpeg2 again.
I would capture and edit in DV format because it is less lossy than mpeg2 and then as final step encode the final edited video to mpeg2 and author to DVD. You can set chapter points in your DVD authoring software to separate the scenes.Ronny
