resolution problems

Hey yall. I capture a clip with my tv wonder ve on the dvd setting and now whe i try to author it, it says the ressolution is not right. Why would ati say the the setting was best for dvd authoring and it doesnt work. Anyway, what is out there that can help me to change the resolution. Would i have to demux it first? tmpgenc does not accept the file. i'm officially stuck. Any advice will be greatly appreiciated.
