I just installed a new PCI IEEE1394 card. The drivers are showing up in my device manager as properly installed but when I open Adobe Premiere 6.0 and try to capture something, I get the "The DV device is unavailable for device control" I cannot figure out why it isnt recognizing my camera. I am using windows xp pro. Any suggestions would be great.

I don't use Premiere but Ulead MediaStudio Pro. In the capture module of that there are two settings. One selects the source, the other selects the device control method. The options are MS 1394, TI 1394 and various others. I have to select MS 1394 and I can then control my camcorder over the Firewire link. I would expect Premiere to have something similar.
As the error message is saying the device is unavailable for device control and not that it is simply unavailable, I suspect this may be where the problem is. -

The Camera must be turned on before Premier capture is launched for the camera to be recognized.

If it is a Canon camera....with your XP Pro...OUCH! Mine was a TOTAL pain in the ass.
