I looked all over for where to put in ac3 delay but could not find it. I know it must be in there somewhere. i got -89 ms delay I have to put in it.
How?

TDA doesn't have such a feature.
TMPGenc Plus does - located in source range function -
There is no real need for the delay in TMPGEnc DVD Author ...
Simply use AC3 Delay Corrector to change the delay to 0ms
