    is der any software dat can convert from ntsc to pal? wot i want to do is dat wen i watch ntsc vcd on my pc i want to output dis as pal, as one my tv is pal. can tv tools or tvcc2000 to dis ??

    Maybe try reading the instructions? Not sure about that with your English.

    On my Nvidia card with tv-out, it has the option of choosing the output (to various forms of NTSC, PAL, etc.).
