What VBR bitrate recomedations for 352x288 MPEG-2 encoding ?
source captured from VHS ( 240 lines horizontal resolution).
i think it is nonsence to encode it at 8000 kBit/s maximal bitrate

At that size, you may want to capture in MPEG-1 at a lower bitrate. The higher bitrate won't really make that much of a difference with a low resolution, especially since your source is VHS anyway. Perhaps try a VBR @ 2000kbit/s.
