The mpg that I need for a vcd is one minute too long. Is there any way to speed up the video of the mpeg or the avi it came from so that it is one minute shorter? I already cut it to pieces, so no more cutting.

The only way to make it smaller is to use a lower bitrate (for either the audio or video) when you create it. You could demultiplex the audio and video, discard the audio, redo the audio at a lower bitrate, multiplex the A and V back together. Up to you, it might be easier to just redo the whole thing if you're not familiar.
