How about some reading of the great tools and guides of this site? -
TMPGenc DVD Author is a good one. Just download the program (free trial) and read through the help files in the program. Pretty neat. You'll like it.

Don't get me wrong, I love TMPGEnc DVD Author, but the menu function is extremely restrictive. If you're just looking to do basic menus and don't mind using a cookie cutter template, it's fine. I've heard that DVD Lab gives you a little better control over menu creation.

You have the ability to create and edit your own menu templates and even have motion menus if you like. There are several options for menu generations and if a person snoops around in the program they are easy to create. They can be made pretty custom if you like.
When one considers all the options available in that program, you haft to admit it's probably the best available.
