Do you want to type in the subtitles yourself or add an srt or sub file that someone else has created to a movie?
If it is the latter you can use vobsub in conjunction with TMPGenc. During the encoding of the movie to VCD format vobsub will add the subtitles to your movie. There are also other ways of doing this -maybe someone else can add more.

The current version of ffmpegX let you create CVD, SVCD and DVD with subtitles, though not VCD.
