Does anyone know if the Dazzle Digital Video Creator units come with Video For Windows drivers or if you are locked into using their software for capture?

As far as I know you have to use Dazzle software to capture using the Dazzle hardware. I too use the Dazzle DVC1 PP model.

Any known issues with the Dazzle DVC paralell version? Does it run fine under WinMe with default software? I see there is a Moviestar 4.22 software version available, does it run OK?

Yes, the Dazzle DVC is one of the few, or only external hardware mpeg-1 encoders. It feeds the highly compressed data to the PC via the USB or parallel port.
Another question, does Dazzle do a 2:1 vertical reduction in the hardware encoding? This should be mandatory because it increases the video quality two-fold in my view.

As far as I know Dazzle DVC1 PP version does not do the 2:1 converson. Import options are NTSC and PAL and mpeg-1 outputs are 352x240 @ 30 fps for NTSC plus whatever tha standard size is for PAL. You can opt for 1/4 size for web-pages and such. So far though I am not happy enough with my VCD copies to throw away the video tapes. There are just too many artifacts on the VCD coyy.
