I am working on a project where i want the main video to have the best quality possible and i want the extra stuff to be able to fit in with a lower bitrate...
Is it possible to have different bitrate encoded mpeg files on thesame DVD ?

Yup,as long as you stick to either pal or ntsc and that they are dvd compatible then bitrates can vary.
