  1. is there an easy way to do this?

case in point, i have the Madonna Music DVD single. i can do an SVCD version of it that looks as clear as the original, but when i convert to VCD (29.97), the 3:2 pulldowned screens with fast motion makes it look blurry. there's no way to convert it so that it's both clear and not jerky, is there? (and be "ISO" VCD compliant .. ie, not 23.976fps)

  2. There are three video formats available for VCD2.0:
    - NTSC (352x240, 29.97 fps)
    - NTSC-FILM (352x240, 23.976 fps)
    - PAL (352x288, 25 fps).

NTSC-FILM framerates ARE standard though not all DVD players can play them.

  3. If you're MPEG was encoded at 23.976fps you can convert to 29.97fps by telecining it. First download pulldown.exe at:

    http://www.doom9.org/software.htm (scroll down some)

    1) Get MPEG back on HD (VCD use "VCD Gear" can d/load from the Tools section to your left, for SVCD copy MPEG to HD)
    2) De-mux MPEG w/ TMPGenc
    3) Run pulldown on video file (m1v or m2v)
    4) Mux pulldown file + audio file w/ bbMPEG -> MPEG
    5) Re-burn

As Vitualis said, you DVD player SHOULD support 23.976fps MPEG source but most seem to act really funny when you try to play it.

  5. You can get a VCD that looks good but never as clear as a SVCD, VCD's always has a very slight motion skip(blur/jerky) to it while SVCD does not. specially at fast camera moves or fast action.

Properly done a VCD does not need to have the skip/pause during pans. It's just a matter of encoding it properly. I'll grant you that a properly done SVCD looks better though.
