I am trying to fit a svcd mpeg onto a cd. It is claimed it will fit onto one cd but the file size is 770mb, so how can this fit onto a single 700mb cd? Can I re-encode it to fit?

A 700mb CD-R burned as SVCD will hold about 802mb of MPEG-2 video.

ahhh now thats a differnet story...
if the file is mpeg2 and muxed its ready to do as SVCD and you dont need to use toast like you are.
instead, use VCDTOOLSX to make an image of the .mpeg file then burn it using toast COPY function
this way it will fit properly onto a single cdr -

Ok, I have found out the file is a mpeg1 352 x 240 29.97 audio meg 1 layer 2 192kpps 44100hz. What can I do with this. Converted into bin cue with vcdtools and burnt it through toast, no picture. I suspect because it was a mpeg 1 and not an mpeg2. I have ffmpegx what can I do with this file? Anyones help would be appreciated.

odd... that shoudl have worked.
play the .BIN you made in VLC by opening VLC and then choosing the .bin with FILE / OPEN. Then push the play button.

That file is *almost* VCD spec. Did you select VCD related options in VCDToolsX, or SVCD? If you re-author it as VCD, theres a good chance it will work. My latest DVD player won't play anything that is in the least bit out of spec ... VCDs burned with audio at 48kHz will not play properly, for example.
Check the DVD Players list to see if your player can handle VCDs with less than 224kbps audio. -
