I have used this method before for movie only...and I didn't notice any noticeable problems on my 42 inch television. I'm sure other people have thought of this - but why don't people choose to do it? I'm not being sarcastic....I just really want to know the quality differences for all the methods I've seen.
1. Rip the original movie to an mpeg. Don't change any settings...if it takes 8 gig...it takes 8 gig.
2. Demux the audio from the video
3. Open up tmpgenc and convert the orginal video stream to a 4 gig ntsc dvd stream (using the wizard)
4. Using whichever dvd creation software you have....import the New NTSC video stream and the Original Audio Stream (e.g. DVD Maestro checks the length of time on each stream.....not the number of frames - the times will still match up)
5. Make the DVD

This might work for you, but playback will be slightly jerky due to the framerate conversion. Many people will notice this.
Oh, and you may want to edit your title to include NTSC
