I guess in theory DVD menu studio since the two apps are designed to work together
On the other hand I find the lack of alignment controls to be very annoying
I would shoot for DVD Menu Studio though

This alignment in DVDlab really sucks. It probably was designed
to help in menu creation from scratch. But if one needs just to
    adjust something, it screws everything.
There are other disappointments in DVDlab as well, but still
it is quite good, maybe the best, - I didn't try DVDMenu Studio yet.

there's a 30 day trial of DVD menu studio
I let the trial expire although I bought - actually purchased DVD-Lab!!!!!!
this is pretty much a first :P
but I agree with you how alignment gets screwed so easily
