I need to purchase an authoring application to add chapter points into a clip edited on Screenblast MS3.0.
I am told that TMPGenc Author is not only a good tool for this but can also be used to burn the DVD.
I am also told that Ulead Movie Factory is a good solution.
Is there any consensus on either?

For a newbie I would probably go with Movie Factory 2 over TMPGEnc DVD Author. I think right now MF2 is a better all around solution with a wizard type interface.

I vote Movie Factory as well. I found it much easier to use than the other.

I think the primary advantage of TMPGEnc DVD Author is the menu flexibilty. Basically you have more control over where things end up. But more often than not Moviefactory's templates do a great job of getting me there without allowing me to move buttons. Additionally Moviefactory 2 gives you other abilities that TMPGEnc does not, such as slideshows, direct burn and others.
