What can i use to edit VOB files (as in the video contents)

if i can't directly edit a VOB video file (and i dont' mean the setting sort of stuff i meant the ACTUAL video, like adobe premier would do to DV files) is there a way to "decode" a VOB so that i can? including menus?

Well you can cut them up with DVDShrink like this
Or use Vobedit to demux the video from the audio and use both in your Video Editor

Try TMPGenc DVD author. It can do what you are wanting to do.
