Quiet a crazy thought...
Can I put a VCD MPEG1 file and SVCD MPEG2 together (same content, both PAL) in 1 disc so that VCD player or DVD player can correctly choose the highest possible quality track/file when playing it?
Can Nero or any software do this???

No. You definitely cannot mix MPEG-1 and MPEG-2 tracks on a S/VCD -- at least, there is no compliant way of doing it so there is no guarantee that it will work (probably won't).
That being said, I'm sure that you could find a player that could play such a crazy disc...
