I am trying to put 83 minutes of stuff onto a VCD (which, of course requires a slightly lower bitrate than the standard parameters), but I can't get TMPG to encode at the bitrate I need in order to do so. I can change the video and audio bitrate settings, but the resulting file size is unchanged from what it would be if encoded with the standard VCD settings. For example, I have a 10 second clip I have been encoding with various settings, to try to figure this out. If the "Stream type" setting on the system tab is set to "MPEG-1 Video-CD" or "MPEG-1 Video-CD (non-stnadard)", the file size is always about 1700KB, regardless of the actual video and audio bitrate settings. If I change the stream type setting to "MPEG-1 System", then the file size does vary with the video and audio bitrate settings.

The problem is that I need a slightly lower bitrate, but I can't get it in a file that can be used to create a VCD. I admit that I am not very experienced at this sort of thing, so I am hoping that someone out there can tell me what I am doing wrong. Thanks in advance.
