A VCD is an mpeg video and audio file within certain contstrained parameters, burnt to a CD with a very specific file structure. For more details see the WHATIS section on the left of the page.
Just because a DVD player claims to read VCD does not mean it will play home made VCD's, it also needs the ability to read recordable CD media (CDR/W). -
A VCD uses MPEG1 compression as opposed to MPEG2 which is used on SVCD's and DVD's.
For a MPEG to be VCD complient it must be 352 x 288 PAL or 352 x 240 NTSC not sure which one you use with a bitrate of 1150. (Most players will handle a higher rate)
You can use a product like TMPENc to reencode the MPEG to VCD standard. There is a VCD template to make it easy for you.
Then it needs to be authored onto a VCD and not just burnt onto a CD as a file. There are plenty of software to do this, just look under the Tools section of this site.
Once you have burned your VCD it should have various folders on the CD when you look at it on your PC including VCD, MPEGAV, SEGMENT etc.
Also check on this site under DVD players to make sure that your DVD player will actually play them. A fair percentage of them dont.
If all else failes there are plenty of excellent guides on this site to follow.
Hope this helps
