    Does anyone here know a program which will change a PAL .VOB file to NTSC, and do the same for NTSC to PAL?

    Any help would be appreciated.

    TMPGEnc Plus , Check the guides on the right. The easiest way I've found is to frameserve it to TMPGEnc plus using virtualdubmod.
