Hi,
I got a movie from a friend in two parts. The first part is:
MPEG-1 352x240 29,970 fps and 1150 kbits
audio 44100 khz
and looks fine, but
the second part is:
MPEG-1 720x480 29,970 fps and 1150 kbits
audio 48000 khz
The problem is that the second part has big blocks, I guess the encoder seconds were screwed up, with encoding the second part.
It looks like the image encoded for 325x240 is stretched to 720x480.
If I change the header (only the first) or for the whole file to 352x240 , I get scrambled picture, so that doesnt work.
If I encode again with TMPGenc to 352x240 CQ=100 (size doesnt matter really) I get the same blocks, because TMPGenc encodes the blocks as if they were in the original picture.
I want to know if there is a way to change the size from 720x480 to 352x240 in a way like you would do the reverse from blowing up the picture from 352x240 to 720x480. Hope you understand what I mean
Any ideas?

The second part was encoded with 1150 kbps @ 720x480. That's not enough data for that res. Too bad so sad. Reacquire the data from the original source again, your file is useless.
