I've Captured a DivX file from my tv-card (Haupauge) and it got a size on 812MB. But I want it on max 700MB...is there anyway to make it smaller after that I captured it.

The only way to make the filesize smaller is to reencode at a lower bitrate.

How long is the clip?
Did you compress the audio when you captured it or just the video? If you compressed the video only, you can open the clip in VirtualDub and select an audio compression codec and save with "Direct Stream Copy" for the video and "Full Processing" for the audio.
