How do you add chapters to VCD!?

I am trying to add chapters useing tmpeg to cut the mpeg in to smaller parts. no matter what i try i always get a very slight 0.01second gap between mpegs when burnt to VCD useing Nero. First of all is there a better cut and join program for Mpegs? Secondly, I hav a VCD from asia and it is split into multiple chapters. When I look at the structre of the VCD on my computer i find that there is just one DAT File. Can you program your VCD's to have chapters? If so then how? Many thanx
