I have not been able to get this program to work for MPEG-1 or Mpeg-2 encodes using a variety of input files. I recently posted about being unable to re-encode an mpeg-4 file to mpeg-1 or -2; now a video-ts file will not encode. All of this use to work under 0.0.6g. I installed 0.0.9a, and all of the binaries as instructed : and got no error messages. Now problems. Here is a post of my terminal window:

In this particular case I would suggest that you remove the space out of your folder name "Video Proj"
