I have loaded identical info into both the standalone TMPGEnc Bitrate Calculator and the TMPGEnc Wizard and the bitartes turn out to be 400kb/s difference.
Which one is more reliable and accurate?

Probably the standalone. Haven't really looked into it that much. Seems like there was a post here a while back discussing this. Have you compared them to the bitrate calculators on this site?. Also I thought I read that the newest version of TMPGEnc improved the accuracy.
