Can I down sample audio ?

I have encoded and mpg using sefy's SeVCD template, but it is sampled at 48K, how do i downsample this to 44k without the Vobs of the orinal film ?

TMPGEnc. Demultiplex the .mpg. Do a reencode (audio only).
Select the *48kHz.mp2 as audio source, go to setting, choose 44,1kHz, encode.
After that multiplex the new .mp2 with the video file.
For better results use tooLAME as external tool.
