I followed the guides here first encode my 23.976 fps AVI using CCE and then use the PULLDOWN tool to convert the framerate into the NTSC standard 29.97.
However when I authored the so-generated MPEG2 into a DVD, I got a warning saying that the GOP length is longer than standard and may not play in all standalone players. The long GOP probably was caused by the pulldown.
Can anyone suggest pulldown tools or steps that would make the end MEPG2 DVD standard compliant?

Pulldown should have no effect on GOP length. In CCE on the GOP settings tab did you set M to 3 and N/M to 4? If you use the default settings of 3 and 5 then your GOPs will be too long for 23.976fps footage.
