1 you will need to upgrade your hardware either a new mainboard as most come with USB 2 on them now or buy an add in card with USB 2 on it They are about AU$40 give or take
2 Oh dear this is a big question again you will need to purchase hardware a capture card
Take a look through the Capture Cards section of the left here
<----
and come back telling us what you want to actually
Other than just going from vcr to cd
Do you want to play the "cd" in a dvd player or just play it on your computer
Much more info from what you want to do required for that question
also what your approximate budget is
and where you are in the world - some cards aren't available world wide -
OK, more info:: I have a Dell 4100, 1gHZ, 256 Ram, 60 hard drive, windows ME, build in DVD player, cd-rom, Plextor 48x burner, two 1.2 USB ports & work on Road Runner.. I would like to get my old VCR tapes onto cd's,, be able to watch tv and listen to radio also on the computer, my Sony VCR have RCA input and output jacks. I think that is about everything..
