I am using Premiere Pro to edit an existing MPEG1 file. I import the file and trim the beginning and the end. I export the file as an MPEG1 file.
Now my question. Does Premiere Pro re-encode the entire file or just the parts around the cuts? Can I do frame accurate cuts or does it jump to the nearest key-frame?

My guess is that it re-encodes the file (timeline) and jumps to the nearest keyframe. Wich is pretty accurate.
