  1. I am capturing VHS video to MPEG2, then editing using Screenblast Movie Studio 3.0. The plan is to next use TMPGenc Author for chapters and burn.

Is there a filter or tool that I should consider to improve the quality of the image?

    Thanks

what's wrong with it? different problems require different solutions.

and if you're going to filter it, you might consider capturing in .avi, rather than direct to mpeg.

    Ditto.

Capture to avi and convert to MPEG with TMPGEnc - it has loads of filter settings and you can set the bitrate exactly to match the destination media.

  4. I can't capture in anything by MPEG2 as I am using a Sony Vaio.

The problem is that the image is a bit fuzzy, not clear.
Again, understand it is coming off a VHS tape so I realize that its not going to be crystal clear, I was just curious if there is a tool that can improve the image.

    Thanks
