I have recently converted a (pal) XVid film I downloaded. Split the audio with virtual dub, then converted to (pal) mpg in TMPGenc. I then burned to VCD in Nero. Unfortunately when anything moves in the film it becomes blurred and the whole film is a little jerky. Does anybody have any advice as to what setting I could change to alleviate this?

Try changing your field order, this is the most common source of 'jerky'.
