I was doing a 3 pass vbr encode with cce/avisynth and the power went out during the final pass when the m2v file is getting generated. The total encode was to take about 24 hours and I made it through about 18 hours. I got about 1/8 of the m2v file done. Is there any way to use this vaf file with CCE/avisynth to create a new m2v file so I do not have to redo my whole encode.

You can just do the last pass because your .vaf file already contains the information gained from the previous passes. Just delete that m2v and go into CCE and set it to 1 pass and then hit encode. As long as the .vaf file is located in the directory that you are outputting to, then it will just reuse it, so in your case you will pick up almost right where you left off.

Do I set CCE up the same way as before and only do one pass VBR instead of 3 passes?

You've now got the equivalent of at least 2 passes worth of information in the .vaf. If you set CCE to 1 pass than the final m2v will be the result of 3 passes (4 counting the .vaf) so it will be no different than if your encode never crashed. If you set it to another 3 passes than you will have a total of 5 passes. What you do is up to you.
